Tommie Baines
Consultant
Biography
I was attracted to social work as a profession because my parents opened their home to foster children before I was born. So my earliest memories of professionals coming to our home to ensure the safety and well-being of children resonated with me as a meaningful use of my life energy.
As an undergraduate I served in a community mental health facility, and a local juvenile hall. After graduation, I worked in group homes, a psychiatric hospital, and an adolescent treatment program before joining Los Angeles County Department of Child and Family Services.
After extensive work in Child Protective Services and graduate level education in both Social Welfare and Public Administration, a move to the Probation Department to work with youth and their families through the juvenile court has yielded a wide range of practice efficacy and cultural competence over the past three decades. Whereas assignments as a therapist in a detention facility and a deputy assigned to a field office have sharpened my knowledge and skills working with troubled youth, it also afforded the opportunity to interface with community agencies and resources. In other roles, administrative assignments included policy analysis, contract administration and monitoring, program development, grant writing, and strategic planning before moving to a management position and focusing on reentry programming and development.
In all, my career has spanned over 35 years of public service as a law enforcement professional, advocate, social worker, mentor, and educator working with children and families.
